OWLS MOTOR CLUB LTD
CLUB RULES
1.
The Club shall be called the OWLS MOTOR CLUB LTD
(Oxted, Westerham, Limpsfield, Sevenoaks) and the club and its’ members shall
foster the encouragement and protection of Motor Cycle and Car interests
including associated sporting and social activities.
2.
The Club’s activities are run through a Limited
Company (OWLS Motor Club Limited) and the three Shareholders hold their shares
on trust for the members. The Shareholders are the Directors of the Limited
Company one of whom shall be appointed Chairman of the Directors and one other
shall be appointed Company Secretary.
3.
Directors of the Company can be appointed or asked to
resign at any time by the Committee or by members at the Company A.G.M.
Directors are entitled to attend any Club Committee Meeting in a non-voting
capacity (unless they also hold a position on the Club’s Committee when they
shall be entitled to their normal voting rights). Club members are entitled to attend the A.G.M. of the Company, at which
meeting the Directors and Committee shall present audited accounts.
4.
The Club may organize from time to time social events,
tours and competitions open to members of the Club and invited persons or Clubs
except where otherwise stated. All motorcycle sporting competitions shall be
organized in accordance with the rules contained in the current Handbook of the
Auto Cycle Union and any club rules/regulations governing the discipline
involved.
5.
The Club shall be a members’ Club and shall be
conducted independently of any personal interest.
6.
The Club shall be governed by a Committee consisting
of a President, Chairman,
Hon.Treasurer, Hon.Secretary, the other Officers and five members
of which three must be voted back into office at the Annual General Meeting. In
the case of a vacancy occurring in the Officers or members of the Committee,
the Committee may at its’ discretion appoint another to take his place.
7.
The quorum for Committee meetings shall consist of a
minimum of 7 members including a Chairman. Any Committee Member failing to
attend three consecutive meetings shall, unless he offers an explanation which
the Committee consider satisfactory, cease to be a Committee Member.
8.
If a member is proposed as a Committee Member or
Officer and he or she accepts the proposal then he or she must declare their
interests in any Club with similar interest.
9.
Vice Presidents, Honorary Members and Life Members
shall be elected at the Annual General Meeting on the recommendation of the
committee. Such recommendations will normally be made for special or long term
service to the Club. The Committee may also recommend the removal of Vice
Presidents or Honorary Members if they consider it right and proper to so do.
10.The Annual
General Meeting of members shall be held in November in each year, on a date to
be fixed by the Committee. At least 14 days notice shall be given, by
publication in the Club magazine and posted in the clubroom by the Secretary.
He shall also post within 7 days an Agenda of the business to be conducted at
the meeting.
11. The Committee
shall not make any modifications to the Club rules nor decide to relocate the
headquarters of the Club without the authority of a General Meeting.
12. A Special General Meeting shall be called by the Secretary in the following cases:-
a) Upon the direction of the Committee.
b) On a resolution, signed by one-fifth of the members, stating the special object thereof.
No other
business than that named in the notice shall be brought before a Special
Meeting. Such notice of a Special Meeting shall be posted in the clubroom at
least 10 days prior to the meeting.
13. A General or
Special Meeting may proceed to business if 11 members are present within an
hour after the time fixed for the meeting.
14. The Committee shall have the power to make such
Bye-laws it may consider necessary for the good government and order of the
Club, providing that such Bye-laws shall not conflict with any of the rules.
All such Bye-laws shall be posted in a conspicuous place within the clubroom.
15. All applicants for membership must be proposed by a
member, able from personal knowledge to vouch for his respectability and
fitness to be a member. Ratification shall be by the Committee and no applicant
shall be elected who is under 16 years of age, except
candidates to the Youth Section (covered by Rule 16). When an applicant has
been accepted by the Committee, he shall serve a probationary period of two
months during which time his name will be published in the Club magazine. The
Committee reserves the right to revoke membership during the probationary
period.
16. All applicants for youth membership must be proposed by a
member, able from personal knowledge to vouch for his respectability and
fitness to be a member. Ratification shall be by the Committee and all
applicants must be of age to comply with a Youth class of the A.C.U.
Regulations. When an applicant has been accepted by the Committee, he shall
serve a probationary period of two months during which time his name will be
published in the Club magazine. The Committee reserves the right to revoke
membership during the probationary period.
17. The Committee may at their discretion grant Day Membership
to riders for the purpose of competing in nominated Club events.
18. Membership subscriptions will be reviewed at the Annual
General Meeting and published in the Club magazine for:-
a)
Full
Membership ---
including The Sporting Motorcyclist.
b)
Full

excluding The Sporting Motorcyclist.
c)
Ladies
Membership.
d)
Youth
Membership (covered by Rule 16).
e)
Life
Membership
f)
Day
Membership
Annual
subscriptions are payable in advance and due 1st January.
New
members who are elected for annual membership on or after 1st July
will pay half the agreed annual subscription.
The
Committee, on receiving information in writing, that any member who has been
unable to pay his subscription owing to illness or unforeseen circumstances
may, at the discretion of the Committee, remain a member.
19.
Members shall cease to be members:-
a)
By
non-payment of subscription within three months of the date that subscription
became due.
b)
By
expulsion.
c)
By
resignation.
20. At a General
Meeting, whether annual or extraordinary, the majority of votes decide a
resolution, the Chairman having the casting vote in the case of even voting.
21. Members hold
themselves bound in honour in cases of dispute or disagreement as to the
interpretation of the rules and regulations of the Club and to accept any
decision of the Committee as final and binding. Every member on election shall
be supplied with a book of rules at such charge as the Committee may determine
from time to time.
22. In the event of
a grave breach of the rules or regulations of the Club, whether within the
clubroom or elsewhere, the Committee shall have the power to reprimand, suspend
or expel any member. In the event of a member being, in the opinion of the
Committee guilty of conduct which the Committee may consider prejudicial to the
good name of the Club or motorcycling/ motoring and failing to provide a
satisfactory explanation, may be cautioned, suspended or required to resign his
membership. No member shall be suspended or expelled without being called
before the Committee and a full opportunity afforded him to explain his
conduct, nor unless a majority of two-thirds of the Committee present shall
vote for his suspension or expulsion.
23. All discs,
pennants, button-hole badges are the property of the Club. The price charged is
for the hire of the same, and they must be returned to the Secretary on
cessation of membership.
24. No person shall
be elected for Committee membership or appointment as a Director unless he has
been a member of the Club for at least 12 months. No member can be elected for
Committee until he is 17 years of age.
25. A member may
personally introduce guests at the clubroom at a charge to be determined by the
Committee and notified to members. No member may introduce more than two guests
at any one time. The guest and the member introducing him shall sign their
names in a book kept for that purpose. These conditions shall not apply to
members’ wives/partners or other ladies, the admission of whom
shall be subject to such regulations as the Committee may make from time to
time. Members must accompany their guests during the period of their stay in
the clubroom and are responsible for their guests
actions and attitude.
The following
shall not be admitted as visitors:-
a) Former
members who have been expelled.
b) Persons
who have been nominated for membership and rejected.
26. All members
making unnecessary noise or causing nuisance in the clubroom or in the vicinity
of the clubroom will be liable to be bought before the Committee under Rule 22.
27. All members
must comply with the Club’s Rules
and the
current A.C.U. Regulations.
